ARTICLE I - NAME
This organization shall be known as the Electronic Media Interest Group Affiliate of the National Art Education Association, hereinafter referred to as NAEA-EMIG.

ARTICLE II - PURPOSES
The purposes shall be to:

1. define and establish the role of the Electronic Media Interest Group as an affiliate of NAEA;
   
2. conduct professional activities at state and national levels;
   
3. promote the use of electronic media in art education;
   
4. to establish a structure where art educators interested in electronic media may share ideas and information.

Membership dues will be used by the NAEA-EMIG board to:

1. maintain communications among members (postage, fax, phone charges;
   
2. produce NAEA-EMIG related instructional materials such as pamphlets;
   books; video tapes; CD-ROM's;
   
3. report to the NAEA Board (i.e.secretarial, postage, fax, and e-mail costs)
   
4. and other expenses as deemed necessary to fulfill the purposes of NAEA-EMIG
   

1. election of officers;
   
2. receiving reports of officers and committees;
   
3. changes of bylaws;
   
4. dues and for any other business that may arise.
   

Section 2: The Executive Board shall have general supervision of the affairs of EMIG, make recommendations to the members attending the generalmeeting and shall perform such other duties as specified in the Bylaws.

ARTICLE VI - Elected and appointed Officers
STRUCTURE:
Governance shall be performed by a seven (7) member Board, elected for a one year term (starting 1995).
ELECTED BOARD:
The elected officers of EMIG shall be a Chair, Chair-Elect, Immediate-Past Chair, Secretary, Treasurer, and Chairpersons of Standing Committees.

APPOINTED OFFICERS:
Communications Coordinators (Journalist/ EMIG Newsletter Editor, Imaging Design Coordinator, Network Specialist) Program Liaison, Historian, and NAEA Delegate shall be appointed by the Chair.

Section 1. Duties of Officers and Appointed Officers

A.CHAIR:
Eligibility - any current NAEA member who has been a member of EMIG for at least two years and does not currently hold another office in EMIG. (The chairperson for 1995-96 must have been affiliated with EMIG prior to the Houston Convention .) Term: One year.

Responsibilities:
It shall be the duty of the Chair to preside at annual EMIG meetings; to appoint regular and special committees; to appoint regular and special committees, a Historian and NAEA Delegate with the approval of the EMIG Executive Board; to serve as ex-officio member of all committees except the Nomination Committee; to inform the membership of activities and concerns of EMIG and NAEA; and to perform such other duties as usually pertain to the office of the President.

B.CHAIR-ELECT
Eligibility - any current NAEA member who has been a member of EMIG for at least two years and does not currently hold another office in EMIG. (The appointed chair-elect for 1995-96 must have been affiliated with EMIG prior to the Houston Convention .) Term: One year. Responsibilities: It shall be the duty of the Chair-Elect to assume the duties of the Chair in the event or vacancy in the office, to assist the Chair in planning the annual meetings and to fulfill other responsibilities delegated by the Chair.

C. IMMEDIATE PAST-CHAIR
It shall be the duty of the Immediate-Past Chair to assume duties as determined by the Chair.

D. SECRETARY
Eligibility - any current NAEA member who has been a member of EMIG for at least one year and does not currently hold another office in EMIG. Term: One year. Responsibilities:
It shall be the duty of the Secretary to record the minutes of all annual EMIG business meetings; to provide a copy of such minutes for the Historian's records, the Communication Coordinators' notes for use in the Newsletter and on-line announcements, and the Chair; and to fulfill other responsibilities delegated by the Chair. The Secretary shall also be responsible for receiving and tallying any membership votes.

E. TREASURER
Eligibility - any current NAEA member who has been a member of EMIG for at least one year and does not currently hold another office in EMIG. Term: One year.

Responsibilities:
It shall be the duty of the Treasurer to receive and distribute funds and maintain accurate financial records: to present a financial report to the annual business meeting; to serve as a member of the Finance Committee, and to fulfill ot her responsibilities delegated by the Chair. The Treasurer will also compile the mailing list and labels in a timely manner and provide an updated copy to the Communication Coordinators on a quarterly basis or at the request of the Coordinators prior to publication deadlines with at least one week notice.

F.DELEGATE
(TO THE NAEA'S General Assembly and inter-affiliate Council)
Eligibility - Any current NAEA member who has been a member of EMIG for at least one year and does not currently hold another office in EMIG. Term: Appointed by the Coordinator (at the start of his/her term with approval from the Executive Board) for one year, and may not exceed three consecutive terms in office.

Responsibilities:

Notify the NAEA central office of Delegate's name, address, and phone number by May 31st.
Review information sent from the NAEA during the year and send a summary of any information pertinent to the EMIG membership to the Communication Coordinators for publication.
Attend two days of delegate sessions held during the NAEA annual convention. (Appoint alternate if unable to attend.)
Attend the EMIG annual business meeting and report on actions taken at the Delegate's Assembly.
Complete and return the annual Delegate's report solicited from the NAEA.
Act as the EMIG representative of the Inter-Affiliate Council, including attendance at the Council's annual business meeting.
Work with other EMIG and Inter-Affiliate officers during the year to respond to relevant issues and events as they occur.

Responsibilities.

1. Solicits for articles through the EMIG newsletter, NAEA News column, Internet, and other appropriate sources.
   
2. Publishes (solicits, writes, types) a hard copy newsletter at least two times per year.
   
3. Solicits contributions form each officer for each issue.
   
4. Works with the other Communication Coordinators to disseminate information through Internet and other technologies.
   
5. To write and submit a column for the NAEA News which will be timely, relevant, and informative about EMIG issues and concerns but which conforms to NAEA guidelines with respect to length, deadline, content, and style.
   
6. To maintain a record of all submitted columns, all printed material, and all correspondence with NAEA officials with respect to the column.
   
7. To name and train a temporary columnist if unable to submit the column, with approval of the Executive Board. 8. To explore other avenues of announcing EMIG activities such as sending information to state art educators' organizations.
   

Responsibilities.

1. Supervises layout and imaging design of EMIG newsletter.
   
2. Arranges for printing and mailing of newsletter.
   
3. Includes a membership form, listing of officers, and statement of purpose in each issue.
   
4. Maintains a file of past EMIG newsletters (and submits copy of each issue to archives.)
   
5. Obtains mailing labels or database for each issue from the Treasurer.
   
6. Works with the other Communication Coordinators to disseminate information through Internet and other technologies.
   
7. Keeps total costs within budgeted amount.
   

Responsibilities.

1. To maintain a LISTSERV.
   
2. To add and delete subscribed members.
   
3. To maintain an archive of on-line discussions.
   
4. Works with the other Communication
   Coordinators to disseminate information through Internet and other technologies.
   

Responsibilities.

1. Maintains an archive of EMIG newsletters (hard copy and disc).
   
2. Maintains an archive of EMIG columns in the NAEA News.
   
3. Compiles a collection of materials, including photos, which represent the year's activities to be archived for the organization.
   

Section 2:
The Communications Committee shall prepare periodical publications, information to be posted on the NAEA-EMIG listserv and the column for NAEA News and shall fulfill other responsibilities as provided in the bylaws under responsibilities of the Imaging Design Coordinator, Network Specialist and Editor.

ARTICLE IX - STATE/PROVINCE REPRESENTATIVES
Section 1:
State/Province Representatives are appointed by their respective State Presidents or elected by their state EMIG group.

Section 2:
State/Province Representatives shall serve as liaisons between the national EMIG and their respective associations. Responsibilities shall include:

1. updating information regarding state and local resources for training, network accessibility and funding;
2. facilitating access to electronic resources; 3) provide leadership and expertise for their associations and expressing concerns regarding art education and electronic media to the Executive Board.

ARTICLE XI -FISCAL AND ADMINISTRATIVE YEAR
The fiscal and administrative year shall coincide with that of NAEA.

ARTICLE XII - ADOPTION OF CONSTITUTION AND BYLAWS
After presentation of proposals for organization to the membership and upon a two-thirds affirmative vote cast by fax, on-line or mail-in ballot by the EMIG members, this constitution and bylaws becomes operative immediately.

ARTICLE XIII - AMENDMENTS
Amendments to this Constitution and Bylaws must be presented in writing to the EMIG Executive Board and the membership two months in advance of the annual meeting (One Month for 1994/1995) An affirmative vote of two-thirds of the EMIG members present and voting shall be necessary for the adoption of proposed amendments.

ARTICLE XIV - Guidelines
All policies and activities of the EMIG shall comply with the NAEA Affiliate policies and guidelines.

ATTACHMENT 1 - DUES / INCOME
The annual dues for membership in NAEA-EMIG will be:

General Membership: $15.00

A general member is a person who is involved in the teaching of art, the administering of art programs, or otherwise engaged in activities in which interaction with art is the major portion of his or her vocation.

Associate Membership $15.00

1. A person not involved in the teaching of art, the administering of art programs, or otherwise engaged in activities in which interaction with art is the major portion of his or her vocation;
2. A person from another country that is visiting the United States (this would not include foreign students and/or teachers here inteh United States).

Student Membership: $5.00
The student would have a 1/2 vote and would be required to belong to the student organization of NAEA.

Ammendments: I. All officers will serve a two year term.
