You can't see much from this photo. The bubbles and smoke on the water are from using a torch to cut sheets of corrugated metal used as a coffer dam off at the bottom. The contractor drove the sheets in but could not pull them out. The DNR wanted them removed so they wouldn't impede river traffic.
